A bill for an act
relating to education; establishing and modifying certain dual credit provisions;
amending Minnesota Statutes 2012, section 124D.09, subdivision 9; proposing
coding for new law in Minnesota Statutes, chapter 120B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) For purposes of this section, "dual credit course" means a course taken during
high school that may result in both high school and college credit being awarded,
including advanced placement, international baccalaureate, project lead the way, college
in the schools, postsecondary enrollment options, and concurrent enrollment.

new text begin (b) If a school district or charter school weights any dual credit course in calculating
a student's overall grade point average, the district or charter school must give equal
weight to all dual credit courses in calculating a student's grade point average.

Sec. 2.

Minnesota Statutes 2012, section 124D.09, subdivision 9, is amended to read:


Subd. 9.

Enrollment priority.

A postsecondary institution shall give priority to its
postsecondary students when enrolling 10th, 11th, and 12th grade pupils in its courses.
A postsecondary institution may provide information about its programs to a secondary
school or to a pupil or parent deleted text begin and it may advertise or otherwise recruit or solicit a
secondary pupil to enroll in its programs on educational and programmatic grounds only
deleted text end .
An institution must not enroll secondary pupils, for postsecondary enrollment options
purposes, in remedial, developmental, or other courses that are not college level. Once a
pupil has been enrolled in a postsecondary course under this section, the pupil shall not
be displaced by another student.
