A bill for an act
relating to human services; providing grants to Advocating Change Together;
appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
(a) $155,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of human services for a grant to Advocating Change Together to maintain
and promote services for persons with intellectual and developmental disabilities in the
state. Grant funds must be used for:
(1) delivery and evaluation of statewide peer-to-peer training programs focusing on
education, employment, housing, transportation, and voting;
(2) outreach activities, including statewide conferences focusing on self-advocacy
and community engagement skills;
(3) an annual leadership program for persons with intellectual and developmental
disabilities;
(4) subgrants to organizations in the state to conduct outreach to persons working and
living in institutionalized settings to educate and inform them about community options;
(5) technical assistance and support for a network of groups in the state working to
comply with integration mandates and to develop community inclusion training materials
accessible to persons with cognitive, sensory, and physical disabilities; and
(6) administrative and general operating costs associated with managing or
maintaining facilities, program delivery, staff, and technology.
$155,000 is added to the annual base appropriation.
(b) $95,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of human services for a grant to Advocating Change Together to deliver
training that builds self-advocating leaders to advance community integration for persons
with disabilities under the Minnesota Olmstead plan. Grant funds shall be used for the
following purposes:
(1) program coordination activities, program evaluation, program facilitators, and
guest educators;
(2) lodging and meals for training participants and facilitators;
(3) administrative and indirect expenses related to training; and
(4) action learning plans that facilitate Minnesota Olmstead plan integration
mandates.
Beginning in fiscal year 2018, the annual base appropriation is $190,000.
