A bill for an act
relating to education; directing commissioner of education to prepare report for
the legislature on K-12 students' experience with physical education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The commissioner of education must prepare and submit to the education policy
and finance committees of the legislature by January 15, 2015, a written report on K-12
students' experience with physical education, consistent with this section. Among other
physical education-related issues, the report must indicate:

(1) the extent to which K-8 and high school students throughout Minnesota receive
opportunities for physical education and the structure, content, frequency, and availability
of those physical education opportunities;

(2) the measures and data used to assess students' level of fitness and the uses made
of the fitness data;

(3) the educational preparation of physical education instructors and the proportion
of time certified physical education teachers provide physical education instruction;

new text begin
(4) the structure, frequency, and availability of recess;
new text end
new text begin
(5) the extent to which high school students substitute other activities for their
required physical education credit and the structure and content of those other activities;

(6) the extent to which high school students earn physical education credits online
and the structure and content of the online credits; and

(7) the relationship between students' participation in extracurricular programs and
activities and their physical education opportunities during the school day.

(b) Any costs of preparing this report must be paid for out of the Department of
Education's current operating budget.

This section is effective the day following final enactment.
