A bill for an act
relating to state government; requiring a proposal for a program to provide
incentives for state contractors to subcontract with targeted group businesses.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of administration must develop a pilot program to provide
financial incentives to state prime contractors who meet or exceed goals for subcontracting
with small businesses owned by businesses certified as targeted group businesses under
Minnesota Statutes, sections 16C.16 to 16C.19. The commissioner must report to the
legislature by November 15, 2016, with a detailed proposal for a pilot program to begin
July 1, 2017. The report must include goals, proposed incentives, and other specifics
necessary to implement a program, including funding.
