A bill for an act
relating to state government; prohibiting download or use of the TikTok application
on state telecommunications devices, with certain exceptions; proposing coding
for new law in Minnesota Statutes, chapter 16E.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The chief information officer must ensure that any information and
telecommunications systems, including any telecommunications device accessible by or
issued to a state employee for official business, or made accessible to any contractor
conducting official business on behalf of a state agency, does not permit an employee or
contractor to download or use the TikTok application, or visit the TikTok website on the
system or device.

access to the TikTok website, when necessary to conduct a civil, criminal, or administrative
investigation.

new text begin This section is effective July 1, 2023. The state chief information
officer must ensure that all information and telecommunications systems accessible by or
issued to a state employee prior to the effective date of this section are in compliance with
this section no later than January 1, 2024.
