1.2relating to state government; increasing the maximum award amount in the state
1.3employee gainsharing program; amending Minnesota Statutes 2011 Supplement,
1.4section 16A.90.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2011 Supplement, section 16A.90, is amended to read:
1.716A.90 EMPLOYEE GAINSHARING SYSTEM.
1.8The commissioner shall establish a program to provide onetime bonus compensation
1.9to state employees for efforts made to reduce the costs of operating state government or for
1.10ways of providing better or more efficient state services. The commissioner may authorize
1.11an executive branch appointing authority to make a onetime award to an employee or
1.12group of employees whose suggestion or involvement in a project is determined by the
1.13commissioner to have resulted in documented cost-savings to the state. Before authorizing
1.14awards under this section, the commissioner shall establish guidelines for the program
1.15including but not limited to:
1.16(1) the maximum award is ten percent of the documented savings in the first fiscal
1.17year in which the savings are realized up to $1,000 per individual or $2,500 per group of
1.18employees $50,000;
1.19(2) the award must be paid from the appropriation to which the savings accrued; and
1.20(3) employees whose primary job responsibility is to identify cost savings or ways
1.21of providing better or more efficient state services are generally not eligible for bonus
1.22compensation under this section except in extraordinary circumstances as defined by
1.23the commissioner.
