A bill for an act
relating to education; conforming speech-language pathology assistant training
requirements with national guidelines; allowing a speech-language pathologist
employed in a small rural school district to supervise up to two assistants;
amending Minnesota Statutes 2010, section 148.5192, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2010, section 148.5192, subdivision 1, is amended to
read:


Subdivision 1.

Delegation requirements.

(a) A licensed speech-language
pathologist may delegate duties to a speech-language pathology assistant in accordance
with this section. Duties may only be delegated to an individual who has documented with
a transcript from an educational institution satisfactory completion of either:

(1) an associate degree from a speech-language pathology assistant program that
is accredited by the Higher Learning Commission of the North Central Association of
Colleges or its equivalent as approved by the commissioner; or.

(2) a bachelor's degree in the discipline of communication sciences or disorders with
additional transcript credit in the area of instruction in assistant-level service delivery
practices and completion of at least 100 hours of supervised field work experience as a
speech-language pathology assistant student.

(b) Notwithstanding paragraph (a), a licensed speech-language pathologist employed
in a school district located outside the seven-county metropolitan area with fewer than
2,000 enrolled students may delegate duties to up to two speech-language pathology
assistants who meet the preparation requirements under paragraph (a).

EFFECTIVE DATE.

This section is effective the day following final enactment.
