1E Relating to local government; allowing municipalities to enact an ordinance
to permit dogs to accompany persons patronizing outdoor areas of food and
beverage service establishments; "Business Energy Accountability Act of 2008",
providing for business energy use accountability, requiring the commissioner of
commerce to create an energy inventory form for municipal use; requiring
municipalities to make inventory form available to local businesses; permitting
a town board to vote to refund any surplus or service charge upon the removal of
a subordinate service district; authorizing a transfer of the management of
certain drainage systems from Hennepin county to a water management authority,
specifying transfer procedure and clarifying effect of transfer on property
rights; authorizing counties to use interim use ordinances (permits) under
certain conditions, defining interim use; providing for public hearings;
providing for charter commission discharge by petition signed by a certain
percentage of registered voters, requiring charter commission ordinance petition
referendums to be signed by registered voters and increasing the percentage
requirement for registered voter signatures and clarifying the authority of
waterworks systems services charges; modifying procedures and fees charged by
county registrars of title for registering supplemental declarations of common
interest communities; authorizing the city of Minneapolis park and recreation
board and the city
council to adopt standards for dedication of land to the
public or a payment of a dedication fee on certain new commercial and industrial
