organization to provide regional pupil transportation services upon a majority
vote of the school board; specifying certain resolution adoption and publication
requirements; providing for the creation and naming of the public corporation
with an assigned identification number to operate the transportation center;
requiring and providing for center board governance; specifying certain
membership requirements and powers and duties; providing for the dissolution of
the center; entitling the center to certain transportation revenue; authorizing
the transfer or rental of school buses or other assets to the center; providing
for regional school bus units of school bus drivers and maintenance, clerical,
administrative and technical workers under the public employment labor relations
act (PELRA), transition provision; authorizing school district contracts for
