Relating to health; reducing the reserve limit of the health care access fund;
requiring the commissioner of health to establish and maintain a statewide toll
free telephone number to provide information and referrals to local community
resources to assist women and families through pregnancy, childbirth and
childhood, specifying certain topic inclusion requirements; requiring the
commissioner to also design and maintain a web site to provide the information;
authorizing the commissioner to contract with a nonprofit entity for
establishment and maintenance of the telephone number or the web site;
appropriating money from the health care access fund to the commissioner for
certain family planning grants and for the toll free telephone number;
appropriating money from the temporary assistance for needy families (TANF)
block grant to the commissioner for grants to counties to provide local
intervention services targeted at domestic abuse, child abuse and other types of
violence within the family and for the targeted home visiting program, priority
requirement; requiring the commissioner of human services to survey the health
plans contracting under the medical assistance (MA) prepayment demonstration
project for certain determinations relating to home visiting services currently
provided under medical assistance, general assistance (GA) and MinnesotaCare,
specifying certain survey requirements and requiring a report to the legislature
by a certain date (ra)
