measures in cities discontinuing district heating systems, contrary local
provisions supersession clause; granting the cities certain supplementary
powers, authorizing the establishment by resolution of programs to provide
replacement heating and related equipment to owners of property with
discontinued district heating service; specifying certain minimum program
elements; authorizing the cities to by resolution delegate the responsibility
for conduct of the programs to a public utilities commission or board;
authorizing the programs to provide for installation of the improvements,
specifying certain city and building owners contracting authority; requiring a
method for inspection and certification; subjecting contracts to competitive
bidding requirements; providing for the financing of the improvements,
authorizing payments in cash or by promissory note and special assessments,
securing certain payments by lien; authorizing and providing for the issuance of
bonds or other obligations; city of Virginia to be considered in compliance with
