Relating to public safety; requiring initial screening for certain defendants in
criminal cases for posttraumatic stress disorder; providing for an in-depth
screening under certain conditions; permitting the prosecutor and defense
attorney to independently evaluate the screenings; requiring the court to
consider the screening report and independent evaluations; requiring the
reporting of screening data by each judicial district to the state court
administrator; requiring the state court administrator to report to the
legislature on the received data; requiring the commissioner of veterans affairs
publish an informational pamphlet regarding screening and make it available to
veterans
