Relating to education; modifying provisions relating to early childhood and
family education (ECFE); modifying certain distribution of appropriation
provisions; specifying application requirements for eligible head start
organizations; specifying actual children served reporting requirements;
requiring the commissioner of education to work in partnership with health care
providers and community organizers to provide parent education information to
parents of newborns at the time of birth; including relatives as part of ECFE
programs; establishing an early childhood and family education (ECFE) grant
program; requiring the commissioner of education to implement a kindergarten
readiness assessment representative of incoming kindergarteners based on the
department kindergarten readiness assessment, providing for school districts to
establish kindergarten readiness intervention pilot programs under certain
conditions; establishing a grant program to assist child care centers, licensed
family child care providers and family, friend and neighbor caregivers to
provide an educational component and implement school readiness criteria in the
child care setting, specifying eligibility and application process, providing
for grant review and proceeds, requiring a report to the commissioner; modifying
certain prior head start appropriations; appropriating money to the commissioner
of education for the educate parents partnership, school readiness in child care
settings, school readiness assessment and intervention pilot program and ECFE
grants; repealing certain head start definitions
