certain conditions; providing a summary of appropriations; appropriating money
to the university of Minnesota for higher education asset preservation and
replacement (HEAPRA), a new Twin Cities campus science teaching and student
services building, a new St. Paul campus Bell museum of natural history, an
addition to Duluth campus Voss-Kovach hall, Morris campus community services
building renovation, a new Crookston campus maintenance facility at the
Northwest research and outreach center, classroom disability access, laboratory
renovation, specifying a projects costs coverage allotment limit for except
HEAPRA and dedicating unspent appropriations to HEAPRA, to the Minnesota state

and the transportation fund bond proceeds account, specifying limits; requiring
department of administration building design guidelines for major renovations by
a certain date and requiring commissioner and department of commerce review;
permitting PCA remediation fund general portion use for debt service payments on

education early childhood learning and child protection facilities grants
limits, requiring a match and specifying grant priority; designating Owatonna
community college as a MnSCU member and permitting improvements to be declared
as MnSCU surplus, increasing the threshold for project costs requiring
legislative notification, permitting unspent appropriation spending for higher
education asset preservation and replacement and requiring legislative
reporting, increasing the revenue bond limit; establishing and providing for a
university of Minnesota biomedical science research funding program, specifying
conditions for payments to the university, appropriating money from the general
fund to the commissioner of finance for transfer to the board of regents;
authorizing the housing finance agency (HFA) to establish a nonprofit housing
bond account within the housing development fund and providing for nonprofit
housing bonds HFA issuance and authorizing a standing appropriation; decreasing
the wastewater infrastructure funding program appropriation and removing the
Larsmont Knife river-Larsmont sanitary district grant, clarifying current
enacted appropriations; allowing a veterans homes board asset preservation
appropriation to be used for repairs and betterment, extending a current
appropriation to the city of Bayport for the Middle St. Croix river watershed
management organization for sewer system completion, providing construction
grant disbursement for MacPhail music center and requiring the commissioners of
education and finance to agree to a ground lease provision permitting
Minneapolis to purchase the operating lease lessee interest in the state bond
financed property; adding Roseau as an eligible flood hazard mitigation grant
recipient; modifying the Two Harbors harbor of refuge and marina project by
permitting a certain amount of funding for design completion, expanding water
control structures appropriation use for public water reserves; allowing
snowmobile and all-terrain vehicle (ATV) trail grant money to be counted as part
of the county nonstate match requirement; modifying prior appropriations for the
northeast Minnesota rail initiative to be for the heritage and arts center and
passenger rail service for the St. Louis and Lake county regional rail
authority, Dakota county Empire wetlands to be for Vermillion Highlands research
recreation and wildlife management area, the city of Winona for a multipurpose
events center and arena, Fort Snelling to include the visitor center and other
site improvements; exempting the Worthington Campbell soup factory remediation
cleanup effort from certain DEED requirements
