Establishing a health insurance purchasing pool for self insured nursing
facilities; imposing an assessment on certain nursing homes reimbursed under the
medical assistance (MA) program according to a payment procedure to be
established by the commissioner of human services, exemptions; requiring the
commissioner to establish a health insurance purchasing pool account in the
general fund for deposit of the assessments, providing for transfer to the
nursing facility health insurance board under certain conditions; requiring the
commissioner to increase payment rates to the facilities by the assessment
amount from the account, sunset under certain conditions; requiring the
commissioner to appoint a nursing facility health insurance board, specifying
membership representation requirements and duties; specifying certain
