3E Relating to data practices; requiring the protection of certain data included
in a state auditor report from unlawful disclosure; making technical changes to
government data access and juvenile traffic investigation reports provisions;
increasing government liability amounts; classifying certain metropolitan
airport parking space customer data as nonpublic data; allowing educational data
sharing between the department of education and the office of higher education
as authorized by the code of federal regulations for the purpose of analyzing
and improving school district instruction; prohibiting the use of social
security numbers on the face of mailings by government entities; classifying
data on applicants to boards, task forces, commissions, committees, advisory
groups and other public bodies as private; providing for data on use and storage
of explosives; providing for the effect of background checks on individuals by
school hiring authorities, requiring school hiring authorities to notify
individuals terminated or denied employment as a result of a background check;
authorizing a school hiring authority to contract with a third party to conduct
school background checks; modifying certain data disclosure requirements by the
department of corrections for preconfinement employment tracking of committed
offenders for case planning purposes under the Minnesota unemployment insurance
law; authorizing the state fire marshal to share nonpublic data related to the
storage or use of explosives or blasting agents with law enforcement and
government entities; regulating business screening services; defining certain
terms; restricting business screening services from disseminating criminal
records except under certain conditions; providing for correction and deletion
of records; requiring a business screening service disseminating criminal
records to include notice and date information was collected; providing civil
remedies and relationship to the fair credit reporting act (FCRA), providing
service of process and jurisdiction of courts for actions involving violations;
relating to Hennepin county; authorizing a nonprofit organization providing
physician services and participating in an electronic exchange of health records
to share certain medical data under the Minnesota government data practices act;
classifying certain metropolitan airport parking space customer data as
nonpublic data; eliminating requirement of social security number information in
petitions for dissolution of marriage or legal separation; requiring a separate
document containing social security numbers in proceedings relating to child
support and spousal maintenance issues
