accepting public subsidies from accepting contributions from political
committees or funds or from lobbyists or large contributors under certain
conditions; modifying certain income tax form requirements relating to the
campaign finance checkoff; eliminating the party account in the state elections
campaign fund and modifying certain distribution requirements; increasing the
affidavit of contribution amounts for candidates for the legislature; repealing
a certain provision providing for the qualification of political parties for
inclusion on the income tax and property tax refund forms (mk)
