3E Modifying the membership of the Indian Affairs Council to include the
commissioners of transportation and administration; eliminating the expiration
of the county state aid highway fund screening board; specifying a minimum age
for driver transporting hazardous material under the federal materials of trade
regulation; requiring the commissioner of transportation (DOT) to convey to the
United States fish and wildlife services certain land located in Houston county
known as the Four Seasons wetland and boots bog; authorizing the commissioner of
transportaion and the commissioner of natural resources (DNR) to convey certain
surplus land for no consideration to the city of Montevideo, specifying certain
approval requirements; authorizing the commissioner of transportation (DOT) to
enter into an agreement with an adjoining state to construct a connector highway
and to erect detour signs at appropriate locations for the construction of trunk
highway #60 to include the Bigelow bypass; requiring and providing for
conveyance by the commissioner of administration of certain surplus state land
at the Brainerd regional treatment center to a local unit of government for no
consideration for public purposes consistent with the master plan and reuse
study or as approved by the Crow Wing county board, specifying certain
conditions; removing legislative routes #242 and #294 from the state highway
system, specifying certain duties of the commissioner relating to transferring
jurisdiction with the Anoka county board and Willmar city council, specifying
certain instructions to the revisor of statutes; repealing certain commissioner
