E Making technical changes in certain health care and human services programs
provisions; clarifying the format for informed consent for the release of
private data under the government data practices act; eliminating the rulemaking
requirement of the commissioner of human services relating to regional treatment
center mental health and support units staff safety training; modifying a
certain provision requiring the commissioner to bill health plans for medically
necessary hospitalizations of committed individuals, requiring billing of the
health plan first and restricting county cost responsibility to hospitalizations
not meeting certain mental health coverage criteria; authorizing the
commissioner to reduce the types of hospital admissions requiring certification
as medically necessary for medical assistance (MA) and general assistance
medical care (GAMC) inpatient hospital payment rates determination purposes
after notice in the state register and a certain comment period; requiring full
payment of medical assistance costs by counties; requiring reduction of charges
submitted for medical assistance payment to reflect discounts applied to the
charges; clarifying and modifying certain requirements for medical assistance
coverage of organ and tissue transplants; eliminating the meeting and reporting
frequency requirements for the advisory committee on organ and tissue
transplants; expanding a certain provision requiring county boards under medical
assistance county based purchasing provisions to ensure the implementation and
operation of the Minnesota senior health options demonstration project to the
Minnesota disability health options demonstration project and to counties
outside the metropolitan area; modifying the time limit for receipt of the
initial premium under the MinnesotaCare program, specifying the premium
crediting procedure and expanding the health coverage exemption from the health
coverage restriction for eligibility purposes; removing a certain prior repeal
of a provision providing medical assistance eligibility for Minnesota family
investment plan (MFIP) participants opting to discontinue monthly cash
assistance; specifying certain term replacement instructions to the revisor of
statutes; repealing certain provisions providing for state payment of certain
county agency costs, the annual reporting requirement of the commissioner
relating to the coordinated service delivery system for people with disabilities
and a certain provision providing the source of funding for pregnant women and
certain children under MinnesotaCare (ra, ja)
