employee members of the national guard or other reserve components of the armed
forces ordered to active service on or after a certain date to compensate the
employees for the difference between active duty military pay and the salary of
the member as a state employee, specifying certain payment requirements, options
and limits, defining state employee and active service and requiring the
commissioners of employee relations (DOER) and finance to adopt procedures for
implementation purposes; extending the authority of local government units to
pay salary differentials to public employees ordered to active service (ra, ja)
