3E Regulating debt management services; expanding accreditation definition;
allowing proof of accreditation waivers for certain previously licensed state
debt proraters and allowing the commissioner of commerce to waive accreditation
and registration requirements; modifying registration terms and bond
requirements; providing an exception to debtor signature under certain
conditions; requiring registrant annual report filing with the commissioner;
authorizing disbursement to be made from a trust account to an account
established solely for the purpose of making disbursement to debtors and
creditors; repealing license to operate a debt prorating service
disqualifications under the criminal code
