Relating to education ARTICLE 1 � CASINO CONTROL COMMISSIONCreating a casino
control commission, specifying membership +requirements and powers and duties
ARTICLE 2 � MINNESOTA CASINO BOARDCreating the Minnesota casino board with
membership to be appointed +by the casino control commission, designated the
attorney general as the +attorney for the board; specifying certain powers and
duties of the board and +granting the board certain cease and desist orders
issuance authority; providing +for certain conflicts of interest of commission
or board members and employees ARTICLE 3 � CASINO LICENSEAuthorizing and
providing for the casino control commission to issue +a license for the
ownership and operation of a casino; specifying certain +application
requirements, requiring background and financial investigations of +applicants
by the casino board and specifying certain public hearing +requirements;
providing for issuance of the license by the commission; requiring +and
providing for published notice of the deadline for application; +providing for a
onetime lump sum payment by applicants and for issuance of the +license;
requiring notice by applicants or licensees to the board of certain +changes;
providing for license suspension or revocation by the commission +under certain
conditions; requiring and providing for the issuance of occupational +licenses
by the commission, authorizing revocation or suspension under certain
conditions; specifying certain license fees and providing for +payment;
prescribing game procedures; requiring and providing for casino +licensee filing
of a comprehensive plan for security and surveillance at the casino; authorizing
the board to by order exclude certain persons from the +casino, specifying
certain public hearing requirements, authorizing appeal +and prescribing a
penalty for violation of an order; providing for +exclusions by the casino under
certain conditions; authorizing and providing for +the detention of persons
suspected of certain violations, liability +immunity provision; prohibiting
participation in casino gambling by minors; +specifying certain audit
requirements; imposing a gambling receipts tax on the +gaming and providing for
payment; requiring the posting of the compulsive +gambling hotline number;
prohibiting local license or permit requirements; +appropriating money to the
board of regents of the university of Minnesota for the +assessment and
treatment of compulsive gambling and other addictive behaviors by the+ impulse
control disorder clinic in the department of psychiatry at the school+ of
medicine, requiring the board to assess and treat qualified +applicants and
track the efficacy of the program through existing performance +measures
ARTICLE 4 � CONSTITUTIONAL AMENDMENTProposing an amendment to the Minnesota
constitution, article XIII, +section 5 to provide for a single privately
operated casino in the state with +gaming tax revenues dedicated to a merit
based higher education scholarship +program ARTICLE 5 � CONFORMING
AMENDMENTS Making conforming amendments to certain statutory provisions
relating+ to gambling enforcement and gambling devices; authorizing the
+commissioner of public safety to issue an on-sale intoxicating liquor license
to the +casino license holder; excluding casino gaming from certain actions
relating+ to the recovery of lost money and from the definition of bets for
gambling +crimes purposes; requiring the commissioner of administration to
submit a +report to the legislature by a certain date on the feasibility of
establishing +or designating a single regulatory body combining the powers and
duties +of the casino control commission and the casino and gambling control
boards ARTICLE 6 � STAR PROGRAMEstablishing the Minnesota students taking
academic responsibility +(STAR) scholarship programs to promote and reward
academic achievement in +secondary education, provide enhanced access to
post-secondary education for +students meeting academic standards for success
and recognizing and meeting +the needs of the state workforce by providing
opportunity for training and +education in skilled professions, requiring the
programs to provide scholarships +to enable eligible students to attend public
or eligible private post-secondary institutions in the state; requiring the
higher education services +office to administer the program, duties, specifying
certain award limits; +specifying student eligibility requirements; providing
for the award of +Minnesota STAR and TechSTAR scholarships, providing for
initial and continuing awards +and specifying award amounts; providing for
identification of regional +critical employment needs for occupations requiring
less than a baccalaureate +degree; creating the Minnesota scholarship fund and
appropriating money in +the fund to the director of HESO for the
scholarshipsARTICLE 7 � APPROPRIATIONAppropriating money to the casino board
for fiscal year 2005ARTICLE 8 � LAWFUL GAMBLING TAXESReducing the lawful
