2E Requiring various the commissioners of administration and commerce with the
assistance of other agency commissioners to report to the legislature by a
certain date on the guidelines and procedures for a requirement restricting
greenhouse gases emissions in new building projects; requiring each natural gas
and electric public utility to submit a monthly report to the public utilities
commission (PUC) on residential customers, specifying report content
requirements, requiring the PUC to annually issue by a certain date a report
summarizing monthly data for each gas and electric utility; requiring the
commissioner of commerce to operate or contract to operate an annual
prepurchased delivered propane fuel program, authorizing the commissioner to
establish a hedge account, requiring a report to be posted on the web site and
in print, specifying report content requirements; requiring utilities to attempt
to contact residential heat affected customers with previous heating season
disconnected service to establish payment arrangements or a reconnection plan,
requiring a report to the public utilities commission annually by a certain
date; requiring the PUC to establish program for low income residential
customers and requiring utilities serving low income natural gas heating
customers to file an affordability program with the PUC, requiring the PUC to
issue orders necessary for cost recovery; modifying renewable energy standards
and objectives, specifying certain percentages of Minnesota energy provided to
its customers be generated by eligible energy technologies by certain dates;
permitting the PUC to investigate whether electric utilities are in compliance
with its standard obligation, allowing the commission to impose penalties for
noncompliance; defining gross operating revenue for energy conservation
investment; establishing energy saving objectives, requiring a legislative
report and publication of results in meeting objectives; specifying
consideration requirements for low income conservation improvement programs and
requiring gas serving utilities to spend a certain residential revenue
percentage on low income conservation improvement programs; establishing the
Minnesota renewable hydrogen initiative, requiring the department of commerce to
coordinate and administer the initiative; expanding the definition of energy
conservation investments to be funded under the energy conservation investment
loan program to include renewable energy measures; requiring utilities
furnishing gas service to spend at least a certain percentage of gross operating
revenue from residential customers on low income conservation improvement
programs; requiring the commissioner of commerce to coordinate and administer
the Minnesota renewable hydrogen initiative; extending the PUC utility
assessment and appropriation under energy planning; modifying the definition of
energy conservation investments to include renewable energy measures; extending
certain renewable energy production incentive dates; prohibiting fuel vendors
from refusing to deliver to certain households receiving grants under the low
income home energy assistance program; adding Duluth and Morris to the cities
eligible for hydrogen fueling station grants; requiring the commissioner of
labor and industry in consultation with the commissioner of commerce to develop
recommendations regarding the adoption of uniform codes and standards for
hydrogen infrastructure, fuel cells, and related technologies, requiring a
report to the legislature by a certain date; clarifying the definition of a
biomass and renewable electric generation facility in Scott county; authorizing
the use of petroleum violation escrow funds for state energy loan program grants
for schools, hospitals and public buildings; requiring the legislative electric
energy task force to study the issue of the use of utility rates as an incentive
to conservation; providing for the state purchasing of plug-in hybrid vehicles;
encouraging Minnesota state university Mankato to retrofit two flexible vehicles
to operate as plug-in hybrid vehicles; establishing the plug-in hybrid electric
vehicle task force, defining membership and duties, requiring a report to the
legislature by a certain date
