development accounts for statewide application purposes, expanding +the
definition of development authority and eliminating the priority for +proposals
meeting current tax increment financing (TIF) requirements for +redevelopment
districts; requiring commissioner of employment and economic +development (DEED)
grants for projects outside the metropolitan area; appropriating +money to the
commissioner and authorizing the issuance of state bonds for transfer+ to the
account for certain eligible projects within biotechnology and +health sciences
industry zones, dividing the appropriation among projects in the +cities of St.
Paul, Minneapolis and Rochester (ra, ja)
