certain amount of money for public information and education on anatomical
gifts; appropriating donated amounts to the commissioner of public safety for

care financing administration or to certain charitable entities created by a
procurement organization for public information and education programs on organ
donation, requiring the organization to produce a pamphlet on anatomical gifts;
requiring a commissioner report to the legislature on receipts and expenditures
