defining or redefining certain terms; modifying the requirement for +the
commissioner of employee relations (DOER) to adopt rules or +procedures relating
to the employee selection process; modifying the selection process, +requiring
the commissioner to establish and maintain a database of applicants +and to
establish, publicize and enforce minimum requirements for +application;
specifying the term of eligibility; eliminating the examination +requirements;
authorizing the commissioner to limit consideration of applicants; +eliminating
the disabled veterans entitlement to disability compensation; +clarifying the
ranking of veterans for employment preference purposes and providing +for
ranking of the applicant pool; eliminating certain restrictions on +provisional
appointments; clarifying the reinstatement time limit; modifying the +veterans
preference program; requiring the legislative coordinating commission+ (LCC) to
study and report to the legislature by a certain date on the impacts +of the
local government unit compensation limit, specifying certain minimum +study and
consultation requirements; repealing certain definitions, the +veterans credit,
the procedures for the ranking and certification of eligibles, +certain
noncompetitive and qualifying appointments and certain rules +regulating
