commencement of proceedings in courts with jurisdiction over child custody
matters, specifying certain petition content and hearing notice requirements;
providing for approval of orders without a hearing and for emergency or
temporary relief under certain conditions; burden of proof to be on the de facto
custodian or interested third party; requiring the court to dismiss the petition
for custody under certain conditions; specifying certain factors to be
considered by the court in determining the best interests of the child;
providing for de facto and third party custody orders, prohibiting certain court
preferences, specifying certain requirements for modification of the orders;
modifying certain conditions for court placement of a child with a relative,
specifying certain commissioner of human services information dissemination
requirements relating to county social service agency petitions or motions
proposing relative custody; providing for hearings on ex parte orders for
protection under the domestic abuse act, providing for continuance under certain
conditions, requiring notice to law enforcement agencies; repealing a certain
