affidavit of contributions; providing for delivery of absentee ballots to an
agent of certain persons and return of ballots by an agent; permitting
appointment of election judges not affiliated with a major political party;
eliminating an approval requirement for mail elections; increasing the maximum
time to conduct certain special elections; modifying recounts of a special
primary or a special election; changing certain school district election
provisions; authorizing certain school board primary elections; shortening time
to complete postelection review of electronic voting system results; modifying
the prohibition on certain expenditures; authorizing the use of certain existing
