E Relating to public finance; eliminating the requirement for eminent domain
commissioners to be residents of the county; requiring the city of St. Paul to
list the levy for the St. Paul library agency separately from the remaining
amount of the city levy on proposed property tax notices; extending the
authority of Ramsey and Hennepin counties to impose deed and mortgage registry
taxes; increasing loan availability to local government units from certain
federal funds granted to rural electric cooperatives for the construction,
repair or acquisition of certain facilities and expanding authorized uses to
city halls, libraries or child care facilities; specifying certain public
hearing and notice requirements for the use of eminent domain by housing and
redevelopment authorities; setting a maturity limit on bonds issued by HRAs for
corporate purposes and extending the maturity limit on bonds issued by economic
development authorities; defining related public improvements for municipal
industrial development purposes, authorizing cities, counties and towns to issue
revenue bonds for the improvements and expanding refinancing authority to
qualifying organizations, defining qualifying organization; limiting local bond
issuance for the acquisition or improvement of real property located outside
corporate boundaries (extraterritorial); modifying the development purposes of
the metropolitan area tax base revitalization account from commercial and
industrial development to the production of affordable housing; increasing the
bonding authority of the metropolitan council for transit purposes; authorizing
local government units to issue obligations for street reconstruction without an
election under certain conditions; clarifying the authority of counties to issue
bonds without an election for jail construction; increasing the amounts allowed
to be spent annually by Itasca and Koochiching counties on the promotion of
tourist, agricultural and industrial development; authorizing the southwest
regional development commission to levy and issue bonds to retire the remaining
debt on the Prairie Expo project in Worthington; extending the capital
improvement bonding authority of the city of St. Paul; modifying and clarifying
certain provisions governing the Cook county hospital district; authorizing and
providing for the city of South St. Paul to facilitate the construction of
single family housing; authorizing and providing for the region nine development
commission to establish a nonprofit corporation to reduce dependence on tax
dollars in filling regional service gaps and funding rural programs by improving
access to other funding sources, requiring governance of the corporation by a
board of directors, requiring incorporation, specifying certain articles and
bylaws requirements, employees of the corporation not to be considered public
employees, authorizing the commission to enter into management contracts or
lease agreements with the corporation, specifying certain statutory compliance
requirements; authorizing and providing for Anoka county to issue capital
improvement bonds or notes to finance the design, construction and acquisition
of public safety communication system infrastructure and equipment; establishing
and providing for the Alexandria lakes area economic development authority;
authorizing and providing for the city of St. Paul to establish an independent
library agency; providing for the use of proceeds from the sale of tax-forfeited
land in St. Louis county (ja)
