appropriate site in the capitol area for installation of the memorial to
Minnesota firefighters presently installed at the Minneapolis-St. Paul
international airport, nonstate funding requirement; authorizing the placement
of a plaque in the court of honor on the capitol grounds to honor combat wounded
veterans, requiring the plaque to be furnished by other than the department of
veterans affairs and subjecting the plaque to commissioner of veterans affairs
