reimburse ambulance services for unrecovered costs from emergency services to
persons on interstate highways and additionally requiring automobile theft
prevention account funds transfer for program funding; requiring a reciprocal
ambulance services revenue recapture and debt collection agreement with
Wisconsin; requiring sunset advisory commission program review
