Relating to public safety; authorizing and providing for an optional donation
for anatomical gifts education as part of the motor vehicle registration tax
payment procedure, fee; eliminating the surcharge for veteran license plates;
removing the design requirement for stacked letters on veterans license plates;
authorizing a fee for motor vehicle title searches and requiring fee deposit and
credit to the vehicle services operating account and appropriating money to the
commissioner of public safety for title search; clarifying and conforming
driving while impaired (DWI) convictions revocation periods; allowing drivers
license fee payment by debit and credit cards, allowing agents convenience fee
collection and requiring use for transaction processing payment; repealing DWI
violations involving alcohol concentration of twice the legal limit
