2E Relating to public safety; retroactively reenacting the Minnesota citizens
personal protection act of 2003 without interruption and with certain
modifications to recognize the right of law abiding citizens to self protection;
clarifying the exception to the prohibition on possession of dangerous weapons
on school property or other prohibited premises for licensed peace officers;
requiring holders of permits to carry to disclose to requesting peace officers
the presence of a firearm; expanding eligibility for permits to carry; modifying
training and application form content requirements, requiring the issuance of
certificates to persons completing a training or safety course; clarifying
certain requirements relating to the voiding of permits; removing the
prohibition on consideration of applicant criminal charges and acquittals in
issuing permits and the requirement for posting of the prohibition on guns on
the premises; prohibiting the carrying of pistols by predatory offenders
required to register; requiring the department of public safety to adopt and
publish by a certain date minimum standards for organization or government
entity certification of firearms instructors
