certain court hearing and order requirements; requiring petitions to establish
or alter town roads to state the purpose and necessity for establishing or
altering the road, specifying certain town board order notice requirements
relating to landowner entitlement to judicial review of damages, need and
purpose, requiring service of a copy of the petition with the order, specifying
a time limit for owner or occupant filing of notice of appeal, notice of appeal
challenging the public purpose or necessity received by a town board to suspend
proposed work on the road until final judicial determination supporting the
