Authorizing and providing for commissioner of corrections grants to +counties or
groups of counties with tribal governments to help defray the +planning and
construction costs of regional adult detention facilities; requiring +the
commissioner to require a local match; specifying certain authorized +grant uses
and providing for the payment of certain costs; providing for +application to
the commissioner for the grants, requiring inclusion of a cooperative+ plan;
requiring the commissioner to determine the amount of the grants; +authorizing
counties receiving the grants to issue general obligation bonds +without an
election to finance the required match; authorizing the issuance of +state bonds
