Clarifying certain advanced placement and international baccalaureate programs
provisions; describing the structure of the programs; expanding teacher training
programs to other interested educators; entitling AP and IB program teachers to
a stipend for each student receiving certain scores on the AP or IB
examinations, authorizing use of the stipends to benefit the students or program
generating the stipend upon teacher refusal to accept the stipend; requiring the
commissioner of children, families and learning to determine the payment process
and the amount of the teacher stipend; stipends not to be a term or condition of
employment; amount of award to be final and not subject to review by an
arbitrator or by a court; appropriating money to the department of children,
families and learning for AP and IB examination fees and teacher training and
related costs, specifying the percentages to be allocated to each program,
requiring the department in consultation with representatives of the AP and IB
programs selected by the advance placement advisory council and IBMN
respectively to determine the amounts of the expenditures each year for
examination fees and training costs (mk)
