Removing the prohibition on health care providers charging patients fees for
health record copies; requiring a medical emergency for certain patient records
release; requiring department of health licensed hospitals to annually submit
information to Leapfrog Group patient safety survey; transferring the duties and
activities of the department health economics program to be transferred to the
commissioner of commerce; requiring the commissioner to contract to study the
efficiency, costs, and quality of for-profit health maintenance organizations
(HMO)
