E Relating to eminent domain; classifying appraised values of + individual
parcels of real property made by appraisers working for fee owners or+ contract
purchasers receiving an offer to purchase the property from a +government entity
and eliminating the subsequent public data classification of certain +data;
modifying certain appraisal and negotiation requirements for the +acquisition of
property for transportation purposes, requiring the exchange of +certain
appraisals between the commissioner of transportation (DOT) and the +property
owner and modifying certain reimbursement requirements, requiring +advanced
disclosure to all parties before use of appraisals in hearings; +requiring the
commissioner in consultation with the attorney general and +professional
associations of real estate appraisers to prepare a publication +summarizing the
eminent domain process for transportation projects, providing for +availability;
limiting the authority of the court to authorize the taking of +property sold,
leased, transferred or conveyed without the power of eminent domain + (ra, ja)
