E Modifying certain state and public employment provisions; classifying the
bargaining unit of public employees as public information; modifying the
definition of class relating to fitness tests for state employment purposes;
requiring administrative procedures of the commissioner of employee relations to
include procedures for pilots of the reengineered employee selection process;
eliminating a certain provision providing eligibility for classified employees
in reallocated positions for the examination held to fill the reallocation;
clarifying the application of a certain provision providing for the rights of
incumbents of declassified positions; transferring the authority of the
commissioner to directly reinstate former classified employees within a certain
number of years of separation to the appointing authority; expanding the
conditions for receipt of payment for vacation leave; authorizing the
commissioner to determine the availability of the employees insurance program,
requiring consultation with the legislature; clarifying the employment
requirement under the supported work program; extending the human resources
system pilot project; repealing a certain provision providing eligibility for
reemployment for former classified employees receiving disability benefits under
a state retirement plan, the job sharing program, the repeal of certain rules
and administrative procedures of DOER governing state agency hires and certain
