Authorizing the commissioner of public safety to award grants to local
government units to conduct alcoholic beverage retailers compliance checks
relating to underage sales and to enforce the underage prohibition on and along
waterways and in state parks; requiring the commissioner to establish
requirements for grant recipients governing the minimum number of compliance
checks required and the time frame for the checks; requiring recipient annual
reports to the commissioner on use of the grants; appropriating money to the
commissioner for the grants and for creation and maintenance of a database to
collect the results of compliance checks conducted by the state and local
government units; requiring commissioner reports to the legislature by a certain
date on grants awarded and on results of liquor law compliance (mk)
