Establishing a housing opportunity area tax abatement program to alleviate the
concentration of low income households in high poverty areas; providing for
application for tax abatement by owners of property located within housing
opportunity areas possessing a housing choice voucher contract with a housing
authority, specifying certain application content requirements and providing for
annual determination by the housing authority administering the voucher
contract, authorizing the authority to establish application rules and
procedures and to charge an application fee; requiring housing authorities to
determine housing opportunity areas and to notify the county auditor for
abatement purposes, providing for the abatement; authorizing cities or towns to
annually petition for exclusion from housing opportunity areas under certain
conditions
