1E Relating to financial institutions; modifying certain debt provisions;
modifying certain provisions regulating additional charges and penalties for
consumer small loan transactions involving cash advanced in exchange of a
personal check; eliminating the requirement for electronic financial terminals
(ATMs) established and maintained by nonstate financial institutions to file
certain notifications; authorizing the investment of health savings accounts in
certain transactions accounts; allowing health savings accounts to be invested
in transactions accounts; modifying collateral in lieu of a corporate surety
bond allowable form requirements for general obligation securities; increasing
the registration fees for credit services organizations; repealing certain
provisions relating to expenses of organization and incorporation of banks
limited and establishment of notification authorization requirements by a bank,
savings bank or association or credit union for electronic financial
terminals
