Appropriating money from the clean water fund for clean water legacy and
drinking water protection activities; providing a summary of appropriations;
appropriating money to the pollution control agency (PCA) for statewide
assessment and monitoring of surface water quality and trends, for total maximum
daily load (TMDL) development and TMDL implementation plans for certain waters,
for groundwater assessment and drinking water protection, for grants to
delegated counties for county feedlot program purposes and for the
establishment, enhancement and expansion the river watch program, to department
of natural resources (DNR) for assisting water quality assessments, for TMDL
development and implementation plans for certain waters, for groundwater
assessment and drinking water protection activities and for the acquisition of
land and interests in land for aquatic management areas, to board of water and
soil resources (BWSR) for water quality grants to soil and water conservation
districts to improve water quality as a part of implementing the reinvest in
Minnesota conservation (RIM) reserve program, for contract services relating to
clean water legacy with the Minnesota Conservation Corps, to the Anoka
conservation district for for the metropolitan landscape restoration and water
quality and improvement projects, to the Middle Fork Crow River watershed
district for a water quality pilot program on Green Lake and to improve water
quality and control Eurasian milfoil, and for grants to address certain
subsurface sewage treatment systems, to department of agriculture for the
agricultural best management practices loan program, for pesticide monitoring
and groundwater assessment activities, for grants to the livestock environmental
quality assurance program, to department of health for assessment of drinking
water contaminants and source water protection activities and to Metropolitan
council for the implementation of a water supply plan, requiring commissioner of
agriculture to develop a proposal for the star farm program
