1E Requiring the commissioner of administration to by rule establish competency
and certification criteria for building construction code inspectors, exempting
certain licensed or regulated persons from the competency requirements;
modifying certain training program and testing services requirements,
eliminating the authority of the department of employee relations (DOER) to
provide statewide testing services at the request of the commissioner; providing
for continuing education for the inspectors
