the sale of state bond financed property, amount to be attributed to +the
property owner to be the fair market value of the improved property; +requiring
the court in the second judicial district (Ramsey county) upon county+ board
approval to impose and collect an additional surcharge on certain +criminal
offenders to fund the Ramsey county petty misdemeanor diversion +program,
specifying certain duties of the court administrator; expanding the +flexibility
of local government unit contracting; modifying the authority of +counties to
sell personal property valued over a certain amount, requiring +advertising for
bids or proposals in official newspapers or trade journals or on the +county web
site, requiring publication of summaries of requests for bids or +proposals
advertised, authorizing bids or proposals solicitation and acceptance+ by the
electronic selling process after publication; increasing the +purchasing
authority of statutory city managers and the competitive bidding +threshold for
certain small cities; authorizing use by local government units of +reverse
auction procedures and electronic bidding under the uniform municipal
contracting law, prohibiting use of reverse auction procedures for +service
contracts, authorizing local resolutions, rules, regulations or +ordinances
relating to minimum labor standards or to procurement from +economically
