1E Relating to commerce; modifying certain licenses, forms, coverages, marketing
practices, data and record provisions; classifying life insurance filings data;
requiring surplus lines carriers to remit an assessment to commissioner for
deposit in the insurance fraud prevention account; requiring all warranty
services to be deemed in state for the purpose of arbitration; providing for the
classification of insurance filings data; modifying certain procedures for
obtaining licenses; amending status and duties of the Surplus Lines Association
of Minnesota; clarifying the definition of self-service or insurance plan;
requiring insurer to file a compliance certification and imposing a fee for crop
hail insurance; modifying basic and extended basic medicare supplemental plan
coverage provisions; establishing certain coverage components of medicare
supplement plan with 50 percent part A deductible coverage, medicare supplement
plan with 20 and 50 dollar co-payment medicare part B coverage and the medicare
supplement plan with high deductible coverage; modifying standard review
determination procedures relating to the utilization review of health care;
modifying certain claim practice regulations relating to the reporting of loss
experience data for group life and health policies; establishing standards to
protect consumers from misleading and fraudulent insurance marketing practices
with respect to senior-specific certifications and professional designations;
modifying certain provisions relating to workers compensation private
self-insuring employers, insolvency of self-insurance group insurers and
liabilities of commercial self-insurance groups; modifying certain powers of
commissioner of commerce relating to regulating real estate appraisers including
the examination of records and retention of certain data; establishing an
initial application for licensing real estate appraisers; prescribing trainee
real estate appraiser requirements and supervision of trainee real estate
appraiser qualifications; modifying certain prohibited practices of real estate
appraisers; repealing provisions concerning insurance rates open for inspection,
workers compensation filing rates and rating information, telephone
solicitations, no-call list, acquisition of no-call list, release of no-call
list information and penalty prescription; specifying certain effective dates
and application procedures
