E Relating to insurance; regulating investments in replication transactions;
authorizing the commissioner of commerce to authorize domestic insurers upon
written application to include additional affiliated insurance companies in
consolidated or combined audited financial statements, requiring foreign
insurers to obtain prior written authorization from the home state to submit
applications for authority to file consolidated or combined statements;
regulating annuities purchased to finance structured settlement agreements;
clarifying the inclusion of funding agreements issued under life insurance
policies as loss claims for liquidation purposes; expanding the authority of
life insurers to issue funding agreements relating to institutional programs and
specifying a minimum issue amount; removing a certain restriction on life
insurance company common stock investments and expanding the authority of the
companies to invest in certain securities and foreign stock; authorizing and
providing for domestic mutual life insurance companies to establish guaranty
funds for investment purposes, specifying certain rights of certificate holders;
reducing the threshold for employer written workers compensation premiums for
insurer use of rates or rating plans not subject to disapproval and eliminating
the annual adjustment requirement (ra, ja)
