Relating to health; modifying the health care administrative simplification act
of 1994, modifying certain references to the uniform billing form and certain
health care provider unique and drug identification number requirements and
delaying the effective date for certain Minnesota uniform remittance advice
report and uniform explanation of benefits document requirements; defining or
redefining certain terms relating to wells and borings; modifying and clarifying
certain duties of the commissioner of health and certain wells and borings
advisory council membership and well construction or contractor license
requirements; clarifying certain fee requirements relating to water supply and
dewatering wells; expanding the provision limiting liability after sealing of
well owners to boring owners; eliminating the term shaft in certain provisions
regulating elevator borings; providing for reciprocity of registrations and for
certification of representatives of well or boring contractors; clarifying
certain contractor surety bond requirements; modifying the license renewal
application fee for individual well contractors; clarifying certain monitoring
well contractor registration and specifying certain examination requirements;
authorizing an additional topographic map for borings and clarifying the
requirement for the inclusion of average scintillometer readings of waste drill
cuttings in sealing reports; modifying a certain provision regulating the
issuance of death records and certain requirements for the transportation and
disinterment of dead bodies; repealing the definition of limited well/boring
sealing contractor, a certain obsolete requirement of the department of health
to adopt emergency rules for the use of polyvinyl chloride and a certain
provision providing for the designation of morticians for vital statistics
records purposes
