Authorizing and providing for the commissioner of employee relations (DOER) to
administer a program of optional long term care insurance coverage for public
employees and elected officials and certain family members; specifying certain
duties of the commissioner and granting the commissioner certain contracting
authority; specifying certain authorized coverages; full cost to be paid by the
employee or official; establishing a permanent advisory committee, specifying
certain membership requirements and duties; creating the long term care
insurance trust fund for the deposit of premiums received from persons enrolled
in the program, appropriating money in the fund to the commissioner to pay
premiums, claims, refunds and administrative and service costs and requiring
investment of money in the fund by the state board of investment (mk)
