2E Authorizing local government units (town, county, city) to submit group
applications for administrative rule or state procedural law waiver or temporary
exemption; providing a procedure for rules requiring local implementation and
effective date determination; requiring parties to agree to costs for ballot
questions and exempting office of administrative hearings from costs;
authorizing use of credit or debit cards for motor vehicle registration renewal
and transaction fees and allowing collection of a surcharge; increasing minimum
amount for municipal construction codes and licensing cumulative fees reporting
for certain years; allowing towns to require bonds for persons employing fence
viewers; authorizing towns to prohibit further burials in an abandoned cemetery;
modifying county office public business day requirement, authorizing the
establishment of a four-day work week under certain conditions; increasing
county boards small claims minimum amounts for publication requirement; removing
appeal to district court for county officers; modifying county auditor,
treasurer, recorder and sheriff salary guidelines, uniform municipal contracting
law and construction bid guidelines and applicability; lessening frequency
requirement for local body legislative reporting; updating metropolitan
government comprehensive plan requirements to include Anoka and Dakota counties;
prohibiting department of corrections from adopting rules requiring local
expenditure unless required by federal law or rule; requiring records retention
task force of Minnesota clerks and finance officers association in conjunction
with Minnesota historical society to conduct a study to review permanent
retention schedules applicable to local body records; repealing regional
counties facilities groups, county auditor minimum salary requirements, county
treasurer salary schedule, county recorder and abstracter and sheriff maximum
and minimum salaries and municipal out-of-state travel control policy
requirement
